In July 2023, flooding hit Vermont and there was no coordination system ready. One volunteer coordinator built dispatch from scratch in a parking lot. Every feature we're building today traces back to what worked and what failed during that response.

This report documents the full story: how volunteers were organized, how the most vulnerable residents were reached, and what any community can learn from it. It's also the blueprint behind everything Shock is building.
